
REFEREE SPOTLIGHT - Julian Seraphine (Dominica) Appointed to officiate at the XXV Central American and Caribbean (CAC) Games in Beach Volleyball, scheduled to take place from July 23–30, 2026, in Santo Domingo, Dominican Republic.
Julian Seraphine is an accomplished International Beach Volleyball Referee whose officiating career began at the grassroots level, serving as a second referee at a local match. Following this initial experience, he was afforded opportunities to officiate additional games, allowing him to steadily develop his skills and confidence.
In 2012, the Dominica Amateur Volleyball Association (DAVA) nominated him to participate in a Beach Volleyball Referee Course held in Santo Domingo. From there, Julian continued to build his officiating portfolio, serving as a Continental Referee at numerous North, Central America and Caribbean Volleyball Confederation (NORCECA) and Eastern Caribbean Volleyball Association (ECVA) tournaments across the region, including events in Cuba and Colombia.
In 2014, Julian achieved the distinction of becoming a Fédération Internationale de Volleyball (FIVB) International Beach Volleyball Referee. In this capacity, he has officiated at several prestigious international competitions, including the U21 World Championships in Puebla, Mexico (2025), the Commonwealth Youth Games in Trinidad and Tobago (2023), the Gold Coast Commonwealth Games in Australia (2018), the Birmingham Commonwealth Games (2022), and the Fédération Internationale du Sport Universitaire (FISU) Games held in Germany (2025), among others.
Beyond officiating, Julian’s passion for volleyball remains an integral part of his life. He proudly represented the Commonwealth of Dominica as a national player on multiple occasions and previously served as an executive member of the Dominica Amateur Volleyball Association. He also contributes to the development of the sport by assisting with youth coaching at the R & D Club, with the aim of instilling in young athletes the same passion and discipline that volleyball has fostered in him.
Looking ahead, Julian remains committed to continuous improvement and professional development as an international referee. He believes that consistent growth and experience are essential to elevating the overall quality and integrity of the sport.
